The interest of each government ministry takes precedence over that of the whole nation: Japanese common people behave as others around them do.

It is well-known by most people in the world that Japanese behave very much alike. This is mostly caused by the fact that they are not good at being rational and have no interest in becoming independent from their society.
In order to be independent from your society, you must make a clear distinction between yourself and others. This distinction depends on being able to think logically. It is natural that Japanese people, whose left-brain manages not only logical and intellectual information but also emotional information concurrently, they do not make a clear distinction between themselves and others and tend not to be independent from their society.
Japanese who are not good at being independent from their society, feel uneasy and cannot bear to do things alone. That is to say, they tend to behave more according to the principles of animal behavior than rationally, compared with Europeans and Americans. There are many mammals which behave this way in a group, such as monkeys. Japanese people exhibit such group behavior, but their group means the tiny group to which each of them belongs.
Japanese who are not good at thinking rationally consider only the group to which they belong, and do not show consideration to other groups. This is why the interest of each government ministry takes precedence over that of the whole nation or why the hierarchy of each ministry is based on egoism.
Academic circles in Japan are similar to the official circles. Although the principle of each university is to achieve good results in interdisciplinary and comprehensive research from its various departments, each different from the others, that are gathered in the same campus, in fact, each university is a congeries of competing departments viewing with each other like cats and dogs.
Since Japanese are not good at being independent from their society, they tend to determine their way of life or their various relationships to their society to which they belong, not by themselves, but in their assessment of the situation in which they place themselves.
Maybe this can help you see why most Japanese companies have gone on expanding their business without any fixed principle, because of their concern about what others think.
第 6章 日本人の特性・各論
第 5節 省益あって国益なし
―日本人は集団で行動する―


日本人の行動原理は集団であることはよく知られているところです。これは、日本人が理論に弱く、自我の確立が脆弱であることに最大の原因があると考えられます。自我の確立は自己と他者を明確に区別するところから始まります。区別するのは論理的思考に基づきます。脳の生理機能の観点から、ロゴス(理論・理性)的なものとパトス(情念・感情)的なものが言語脳において混在して処理される日本人が自己と他者の区別があいまいで自我の確立が脆弱なのは当然なことと言えます。その自我の確立が脆弱な日本人は、単独で行動するのが不安で仕方がないわけです。つまり、日本人は欧米人に比べて、理性よりも動物の行動原理に従って行動する傾向が強いということです。猿をはじめとして集団で行動する哺乳動物は数多くいます。日本人も集団で行動する傾向が強いわけですが、この場合の集団とは自分が所属する小集団(ムラ)のことです。
理念・理論に弱い日本人は、直接自分が所属する集団、つまり、自己の利益に直接繋がる集団には考えが及びますが、自分が直接所属しない他の集団にまではなかなか考えが及ばないわけです。まして、多数の小集団が集まって構成された大集団全体には思いが及びません。加えて、欧米人に比べて動物の行動原理に従い行動する傾向の強い日本人は自分が所属する集団以外の人間に対して排他的なわけです。これが、「省益あって国益なし」と言われる、省庁エゴイズムの構図が出来上がる所以です。
学問の世界においても同様です。総合大学の理念は、性格の異なる複数の学部が一堂に会して総合的・学際的な研究の実を挙げることにあると思いますが、現実には互いに利害の一致しない犬猿の仲の学部の寄合所帯に過ぎないというのが実情ではないでしょうか。
日本人は自我の確立が脆弱ですから、自分の生き方、あるいは、世間に対するいろいろな対応を自分の意志で決めるというよりも他人の目を意識しながら、周囲の状況に従って決める傾向が大です。日本の多くの企業が、隣がすれば是非うちもというわけで、右顧左眄しながら無定見に経営規模の拡大を続けたのも、この文脈で理解されるものです。
